EL Commission

Setting the standard for English Learner education.

In 2011 The MPS Board of Education passed a resolution stating that an English Learner task force would be established for a three-year tenure in order to address the diverse and growing needs of English Learners in MPS. As a result, the EL Commission was formed in order to evaluate current and future practices in EL education in MPS, and to develop a comprehensive plan for the district’s education of all English Learners.


EL Commission members are a diverse group of professionals including current district EL leadership, community representatives, scholars in the field of EL education, and MPS district administration.
The Commission met bi-annually, and made use of all available resources to inform its work, including the Council of the Great City Schools, the Minnesota Department of Education, Minnesota Minority Education Partnership, St. Paul Public Schools, and parents of EL students.

The Commission focused on:
  • Providing input on the strategic plan and performance metrics
  • Monitoring performance metrics bi-annually
  • Reviewing progress and suggesting revisions for the strategic plan and performance metrics annually
  • Innovating approaches to accelerate student learning
